March 2017 Legislative Update & JFC Hearing Dates

There is plenty of activity taking place right now inside the State Capitol. Aside from legislative proposals being introduced by members of the Assembly and Senate on a daily basis, the Governor recently introduced his 2017-2019 biennial budget. This document is roughly 1,000 pages in length and outlines how the State of Wisconsin will appropriate around $76.1 billion tax dollars over the course of the next two years.

Since the budget was introduced on February 8th, members of the legislature, press and general public, as well as lobbyists, advocacy groups, stakeholders and state agencies have been analyzing the document to see what fiscal requests were included or left-out, and what policy items are included. While there have not been any changes made to the budget so far, the next steps in the process have been announced with agency briefings and public hearings. Below is the schedule for agency briefings and public hearings for the Joint Committee on Finance (JFC):

Executive Sessions are expected to start Tuesday, May 2.


The Government Affairs team will monitor public hearings and will attend agency briefings this week. We will provide more updates as the budget develops and makes its way through the process. The government affairs team has been working with legislative offices and we expect to have a draft of a communicable disease funding bill out for co-sponsorship very soon!

Working Collectively to Modernize Public Health Practice: Submit Your Abstract for the Public Health Nursing Conference Today - Deadline March 30!

The WPHA PHN Section is currently collecting abstracts for the 2017 PHN Conference: Working Collectively to Modernize Public Health Practice. This is a special event as it will be the 20th Anniversary of the PHN Conference. As part of that celebration, the PHN Section is looking forward to welcoming all public health professionals to this exciting educational activity.  We invite you to submit an abstract to share your expertise and knowledge at the 2017 Public Health Nursing Conference. This invitation is for oral presentations.

New Videin the Vlog series of Public Health Certification and Degree Videos Now Available


Thanks to WPHA At Large Rep, Lilliann Paine, for providing this month's vlog! Each video is under five minutes and covers main points concerning the various public health certification and degree options available today. 

Do you have a certification or degree that further advances your work in public health? Please share it with us! The ECP section is currently seeking video submissions for the following topics: Epidemiologist, MPA, Registered Dietitian, Registered Sanitarian/REHS, Wellness-related degrees or certifications, Lactation certifications and more! Email section leadership with your interest for submitting a video! (Don’t worry—we’ll walk you through it!)

WPHA Awards - Nominate A Colleague!
Deadline Approaching - April 7th!

The WPHA Awards Committee is currently seeking nominations for awards to be presented in 2017. The Awards Committee accepts nominations throughout the year; however, for a nomination to be considered for 2017, the deadline for submission is Friday, April 7, 2017. The awards process is the single most important means that WPHA has for recognizing those who have made significant contributions to public health in Wisconsin. 

The Awards Committee and WPHA Board of Directors are also excited to unveil a new award in 2017 - "The Spirit of Public Health Award".

WPHA HIA/HiAP Spring Webinar - Addressing Social Determinants of Health in Your Community -
April 24 at 1 p.m. Register Today!

The April 24th WPHA HIA/HiAP webinar will focus on the social determinants of health and the work a local health department is doing to address the SDoH in its community. WPHA member Jen Rombalski will be our guess speaker - the Director of the La Crosse County Health Department. She has 13 years of experience in public health, 11 of which have been in leadership roles. Ms. Rombalski has a Nursing Degree from UW-Eau Claire and her Masters of Public Health in Administration and Policy from the University of Minnesota.

Over the past year, Ms. Rombalski has been working with the community in La Crosse County to assess the needs and identify a plan to meet these needs. One priority is social determinants with an objective to assure a system exists to connect people in need with the resources available. During this talk, Ms. Rombalski will discuss how the Pathways Community Hub model is being implemented in La Crosse to meet this need.

This event is hosted by Diversity Matters -  a statewide initiative with the goal of increasing the diversity of Wisconsin’s public health workforce by inspiring African American and Hispanic students in middle school, high school and college to pursue a career in public health. Diversity Matters is funded wholly by the Advancing a Healthier Wisconsin Endowment at the Medical College of Wisconsin.

Community Health Education Memorial Scholarship Applicants Requested

The Wisconsin Public Health Association is pleased to promote a Community Health Education Memorial Scholarship intended for graduate education within the UW System. The scholarship is available to individuals who have worked in community health in Wisconsin for the equivalent of two years within the last five years. This scholarship is provided by the Wisconsin Association of Local Health Departments and Boards.

The applicant must pursue graduate studies in their field, including but not limited to: Administrative Medicine, Community Health Education, Environmental Monitoring, Environmental Toxicology, Epidemiology, Nursing, Public Affairs and Administration, Public Affairs and Policy Analysis, Public Health, School Education.

Applications must be filled out electronically no later than April 7, 2017. The scholarship is planned to be announced at the Annual Conference and awarded prior to the fall semester. The scholarship award amount will be approximately $500 per year. This person does not need to be a WALHDAB member, so please share with your networks.

Participate in WPHA's 3rd Annual Charitable Event to Promote Literacy!

Join the Maternal Child Health Section to promote literacy through WPHA’s 3rd annual charitable event in conjunction with the Conference.  Last year Homeless Connections, in Appleton, WI, was the beneficiary of the proceeds from the event.  For the third year, WPHA is planning a charitable event to benefit an organization that supports the values of WPHA, serves clients within the region where the Annual Conference is held and has a need for goods and services (not monetary) that we can help fulfill.

We have divided the age level by region so that we can have a variety and array of books! Please click here for more details to find out what your region should try to bring!

Please bring an item or items from the above list and bring to the  Annual Public Health Conference in Wisconsin Dells. You may drop your items off at the specially designated area near the registration desk.  Watch for signage to assist you.

If you are not able to attend the conference, and would like to donate, please send youdonated items to the conference with someone else. If you need further assistance in getting items to Wisconsin Dells, please contact the WPHA office and we will be happy to assist you! 

WI HealthCorps Host Site Application Now Available - Consider Applying Today!
