Background
The concept for the Council of Chairs was established in 2008 as a result of an evaluation of WPHA’s organizational structure and operations.  Findings from the evaluation led to the creation of a council which was one of several changes made to the organizational structure to strengthen the association’s capacity for future growth and effectiveness.  The establishment of the council in 2008 eliminated Board Liaisons to WPHA’s committees.
 
In March 2008, the Board of Directors adopted WPHA Program Council Overview document.  The document included purpose statement, membership of the council, and frequency of meetings.  Based upon the experience of the Program Council Chair and Executive Committee, additional guidance was needed to further clarify governance and roles.  This document adopted by the Board of Directors in April 2009 is meant to be a working guidance document to further delineate governance structure, duties, and leadership roles.  In April 2009, the name was changed from the Program Council to the Council of Chairs to better reflect the purpose and nature of the council.
 
Purpose
The primary purpose of WPHA’s Council of Chairs is to coordinate common, related and inter-dependent services and activities among committees and sections that are tied to the association’s annual business plan.  A secondary purpose is to facilitate communication between the WPHA Board of Directors and committees and sections.
